PARSONS GOVERNMENT SERVICES INC. QUALITY MANAGEMENT SYSTEM
The Quality System Program Plan (QSPP) establishes a Quality Management System (QMS) for the projects and programs (herein after referred to as projects) of Parsons Government Services Inc. (hereafter referred to as Parsons). The main purpose of this Quality Management System is to provide products and services that consistently meet customer and applicable statutory requirements.
The Quality Management System established in this plan will be implemented on the following types of major processes on projects undertaken by Parsons:
- Program Management: including program / project management, project controls, procurement and subcontracting, contract administration, engineering management, environmental management, operations and services, sustainability, document control, and other technical and management support as may be required.
- Construction and Construction Management Services: including construction, construction management, construction engineering, installation, operations, remediation and/or maintenance services, inspection, testing, and systems integration for infrastructure and technology facilities and systems and for environmental remediation. Procurement, subcontracting and supplier services are included.
- Engineering and Design Services: including planning, conceptual design, preliminary design, final design, engineering, design management, configuration management, field engineering, and engineering support in the areas of architecture, civil, electrical, environmental controls, networks, geology, mechanical, equipment, process and structural disciplines along with the associated project management.
- Planning and Assessment: including environmental and natural and cultural resource assessments, feasibility studies, environmental impact assessments, Facility Condition Assessments.
- Operations: including operations and maintenance (O&M) of infrastructure and technology facilities, remediation systems, equipment, systems, equipment/facility checkout, start-up services, commissioning, and decommissioning activities.
- Environmental Remediation and Restoration
- Consulting Services: including planning, permitting, remediating, installing, managing, and operating processes, systems, and facilities
- Subcontracting and Procurement: includes subcontracts for services and Purchase Orders for goods.
- Ordnance and Explosive Removal: including detection, excavation, removal and disposal.
- Fabrication of equipment and systems, including design, fabrication, testing and measurement, and documentation of the performance of equipment, subsystems, and systems.”
- Plant Closure: including removal of equipment and facilities, demolition of infrastructure or shutdown of the operating plant and turnover to the client.
The QSPP has been prepared in accordance with the ANSI/ISO/ASQ Q9001-2008 American National Standard, Quality management System Requirements.
Each Parsons project/program manager (PM), is assigned the authority and responsibility for controlling processes affecting cost, schedule, quality, safety, and environmental compliance of their projects. This responsibility includes implementation of the QSPP.
The nature and scope of Parsons’ projects vary substantially. Some projects may require customer-specified institutional quality assurance (QA) programs such as American Society of Mechanical Engineers (ASME), Department of Energy (DOE) Order 414.1C, Title 10 Code of Federal Regulations (CFR) Part 830.122, American National Standards Institute (ANSI)/ASQ E4, or Environmental Protection Agency (EPA) QA/R2 and (EPA) QA/R5. Other projects will require customized and customer-specified Quality programs uniquely designed to meet a customer’s needs. In those instances, the PM will develop a project-specific Quality Plan (QP) which will comply with the quality, safety and environmental requirements contained in the contracts and the QSPP.
Project personnel performing duties affecting cost, schedule, quality, safety, and environmental compliance are responsible for meeting the requirements established in the QSPP. All project personnel are responsible for and have the authority and organizational freedom to identify nonconformance to the contract, statutory and regulatory requirements, and the QSPP. This responsibility includes the ability to recommend solutions and limit or control further processing or installation of an item or provide service until proper disposition of a nonconformance (including unsatisfactory condition) has occurred.
