The Quality System Program Plan (QSPP) establishes a quality management system (QMS) for the projects and programs (herein after referred to as projects) of Parsons Infrastructure & Technology Group Inc. (hereafter referred to as Parsons). The purpose of this QSPP is to monitor and improve process capability, control process and product quality and to lower costs by endorsing a single quality system for projects.
The Quality System established in this plan will be implemented on the following types of major processes on projects undertaken by Parsons:
The QSPP is formatted to the ISO9001-2000 requirements, which are applicable to all types or combinations of the processes listed above.
Each Parsons project/program manager (PM), office manager, regional/divisional manager is assigned the authority and responsibility for controlling processes affecting cost, schedule, quality, safety, and environmental compliance of their projects. This responsibility includes implementation of the QSPP.
The nature and scope of Parsons’ projects vary substantially from job to job. Some projects will require customer-specified institutional QA programs such as ASME NQA-1, DOE Order 414.1A, Title 10 Code of Federal Regulations (CFR) Part 830.122, American National Standards Institute (ANSI)/ASQ E4, or Environmental Protection Agency (EPA) QA/R2 and (EPA) QA/R5. Other projects will require customized and customer-specified Quality programs uniquely designed to meet a customer’s needs. If those instances, the PM will develop a project-specific QMS in a Project Quality System Plan (PQSP). The PQSP will comply with the quality, safety, and environmental requirements contained in the contracts and the QSPP requirements.
Project personnel performing duties affecting cost, schedule, quality, safety, and environmental compliance are responsible for meeting the requirements established by the QSPP. All project personnel are responsible for and have the authority and organizational freedom to identify quality problems that affect, cost, schedule, quality, safety, and environmental compliance. This responsibility includes the ability to recommend solutions and limit or control further processing or installation of an item or service until proper disposition of a nonconformance or unsatisfactory condition has occurred.
The Quality Management System of Parsons Infrastructure & Technology Group, Inc. has been assessed and conforms to ISO9001-2000. The Quality Management System is applicable to planning, environmental assessment, environmental remediation, design, procurement, subcontracts, fabrication, construction, construction management, operations, services and program management.
